What are the rules & regulations regarding siting a caravan/mobile home on my land whilst I self build?

As you are building an new build house and have planning permission for this, Its best to let the council know that you are putting a temporary home on the site, you might need permission in certain circumstances and areas.

If you have planning granted from the local authority to undertake the build they should be accommodating but I would recommend you make them aware of your plans, they may have to grant a license which will be linked to the build. However if the site has no consent and you are beginning to apply it may be viewed as a seperate application and therefore you would have to apply for planning for the mobile home. Either way best speak to the local authority.
