Why can't you have a mortgage when you are unemployed?

Can you guarantee your mortgage payment every month ? what happens if you get your dole stopped ? Think about it, would you give someone a £95,000.00 loan that was Unemployed ? How would you get you repayments back ? what if they had there dole stopped ? I have known someone get a mortgage on DLA because its a guaranteed income every month if they get it indefinitely.
