South Chingford is quite a large area and like with most areas there are good parts and not so good parts. I live in Conningsby Gardens in South Chingford, which is a very pleasant turning where most people are very friendly. This part of South Chingford also falls in to the catchment for Highams park School which is one of the best secondary schools in Waltham Forest. There are good shopping facilities in South Chingford - Sainsbury's, Morrisons, and Chingford Mount which has a good selection of shops, bars and restaurants. If you need to cummute to the city it is best to live on the Highams Park side of South Chingford within walking distance of Highams park train station.
