Has anyone appealed to the district valuer when obtaining the right to buy from your local council?

I applied for the right to buy in Aug 2007 with a RTB valuation of £81000, in Oct 2009 I applied again and the valuation was £80,000 despite the improvements that I carried out at my own expence, I was told that they would not be included in the valuation but the valuation is based on property in this area that have been valued at full modernisation. Do you think I should appeal to the district valuer?
