1. Ask the council. 2. Regarding individual houses, which may still be council or may have been sold under 'right to buy', check the Land Registry. One 'rough and ready' way is to put the street into Zoopla. If none on the street show any transactions, it's usually council. NR25 6HQ shows loads of transactions, so I'd say no, it's private.
