Can I make an offer on a property even though mine has not sold?

Yes you can, but it is unlikely to be accepted until you have an offer on your property.

You can make an offer however your offer may not be taken seriously as your property has not sold and consequently you can't proceed with the sale. Basic rules of negotiation right there.

Yes you can and an offer may be accepted. The only draw back is in the time it takes you to get a buyer and be in a position to proceed, that offer could be beat by someone else and you lose out. But nothing stops you from putting an offer in, no matter what your position is.
