What offer should be made
If a 2 bedroom semi needs a new bathroom and kitchen and some decorating to bring it up to date, what sort of reduction can I ask if I make an offer.

Most buyers start at around 10% under the asking price. It might have been valued less for not having an up-to-date kitchen, bathroom etc.. Dependant on how much the property is worth, it might not be realistic to knock off the price of those items. You can only try! A cheeky offer is sometimes accepted depending on the sellers situation.

It totally depends on if the price is right for the house as it stands. Many houses still go for over the asking price in need of upgrade if the asking price is low to begin with... A good idea though is to write down and budget for everything a house needs - tiles, heating flooring, bathroom, kitchen, labour, plastering, electrics, windows, appliances, wood and you'll come to a accurate figure for the renovation. Many of these costs can be overlooked in rough sums...
