I can't answer for cost but how it affects value depends on various factors, generally though I doubt that doing such a conversion would make a hugely positive impact on a property's value unless there was already plenty of off road parking. If you have a property on a busy road where parking is a premium and you take away the garage you can make the property less desirable in comparison to those around it and therefore negatively affect it's value. If you have a 3 bed detached on a modern estate with a garage and a 3 bed detached on that same estate with a garage conversion I bet they'd value at the same money. It's horses for courses in this instance, some will want an extra room, others will want a garage.
