Cavity wall insulation

Can cavity wall insulation be inserted into breeze block built houses? Would this inprove the thermal ability? Are non standard builds safe?

  Do a Google search for external cavity wall insulation non-standard construction. There are ways to insulate a non-standard construction property, it requires a different method.
