My best advise is offer what it is worth to you, nobody wants to pay too much for a property but you must also consider that the opportunity to buy the property in question is now. Do plenty of research look on the homes values section on this site, the sold prices section, compare the property to similar ones for sale. Find out how long the property has been on the market for, what has the level of interest been and what the sellers position is, this will give you an idea of how flexible they will be on price. Whatever you pay for this or any other similarly priced house, make sure you don't pay more than you need to on the stamp duty - see the link below for details on how you can reduce your stamp duty costs by 50%, a saving in the region of £5k I'd imagine on this price range
