What do you base an offer on?
I want a really good deal on any property I may consider buying! What is the average % you should consider knocking off the original price? I thought 20 but maybe that's a little high!

It all depends on the property itself and the motivation of the seller, there is no set rule, negotiation differs on a case by case basis.

Starting too low can offend some sellers, but you can offer whatever you like, the worst you will get is the offer declined. 10% below is usually where many negotiations on property begin, but it differs as the other poster has explained.
