Difficult question to answer, in many areas prices may be still falling however you only really need be concerned if you are looking to sell quickly. If you are looking to buy, the fact that prices are falling may work in your favour. It means sellers have less faith in being able to sell and will probably accept offers. In a market that has bottomed and is on its way up you may find less chance of a discount.
