The politicians answer is what you feel it is worth, however most houses are selling awithin 5-10% of the asking price. Check out how long it has been on the market and what the seller is looking to do as it may have an influence on what they are prepared to accept.

I agree with Gareth, see what other offers have been submitted, what is the owner doing, how strong is your buying position have you mortgage in place? These are factors which influence sellers into accepting offers. Good luck

Look at whether it is competitively priced compared to other similar properties in the area. 10% wouldn't be unreasonable at the moment, house prices are set to drop so it is still a buyers market.
