If a property is for 189000 pounds, what's the lowest offer I could make if I am paying by cash?

It isn't too cheeky to start at 10% below asking price, maybe even 15% below if you are in a strong position to proceed. Ultimately the vendor will decide how low they can go, but you can try a low offer and work up from there.

1 penny is the lowest coin in the system but I doubt it would be accepted. Best try 15% under asking price to start with and see where that leads you.
