Generally day to day bills are not included in the rental of a property such as council tax, gas, electricity and water. The landlord is normally responsible for the mortgage, maintenance charges, ground rent and buildings insurance, but generally this is where is costs end. You may have a property that includes bills if it is an annexe and the bills are not separately metered.
