What is it like to live at Elmer Gardens?

I heard about Elmer Gardens. I'm planning to send my granddaughter to London for her college studies and we're looking for a place for her to live in while there. Is Elmer Gardens a peaceful place? No unpleasant people around? I want a nice place where studying wouldn't be affected by loud people or violent incidents.
