2 Friends sharing a flat HMO or not?

I have a vacant flat 1 bedroom flat and two friends would like to rent it out. Would this be classes as an HMO?

  • Hello - according to Harrow council´s website: "Generally a house in multiple occupation will be a property occupied by more than one household and more than two people, and may include bedsits, shared houses and some self-contained flats." ... so, assuming the two friends are a couple, you won´t need licencing.

  • I don't believe that's a HMO. HMO is a single building that is occupied by multiple 'households' effectively, not friends living in the same household.

  • The general rule is x3 people for it to be classed as an HMO.Your local authority will be able to advise if any local rules apply.
