You can rent at 16 with a guarantor (like your parents. Anyone that will guarantee to pay the rent if you can't) And at 18 without a guarantor.

Be very careful renting when you are young. There are some unscrupulous private landlords out there. The citizen’s advice bureau can give you lots of useful information. There's a lot to consider safety wise, you need to know your rights. Some private landlords won't bother with gas safety certificates for example, just do your homework before you rent, especially if under age.
