Are you buying them or looking to rent them?
If you're looking to rent one and want to hedge your bets, absolutely - you're not legally obliged to do anything until you've signed something so offer away.
Just be aware that many agents will ask for a referencing fee/admin fee when you make an offer and if you can't pay it they may not take you seriously. It's also worth bearing in mind that if you pay this fee and later pull out, you'll probably lose it. Ask for the agents standard Terms & Conditions and make sure you understand them before handing over any money or signing anything.
