Admin fee just to apply?

I recently payed an agent £100 just to apply for a flat, they informed me that if I get rejected they keep the £100 and will refuse to give me the reason for being rejected. Sounds dodgy to me, is this normal?

  Completely, I would personally demand the £100 back and threaten to report them to the ombudsman unless they return the fee.
