Stamp Duty Surcharge

Hi John, I sold my main residence in Scotland in June 2017 and have been renting a property in Kent since April 2017. Have plans to buy property (£529,995) as my main residence by June 2019 (completion date). I understand about not being a first time buyer, however at what rate will the stamp duty be charged? Also do I need to declare to HMRC regarding an overseas property if I transfer it to my niece before the legal completion date?
