Stamp duty on additional properties

I am in the process of purchasing a property and selling my other property so that the new property becomes my main residence. If I do not sell my property by the day that I complete purchase of the new property I will need to pay the 3% surcharge, which I can then reclaim on sale of my property. Given that HMRC provides 30 days to pay stamp duty, does this mean that if my purchase completes on 31 October 2016, that I have until 30 November 2016 to sell my property to avoid the 3%?
