Inadopted roads in impington

I am building a bungalow on my rear garden, the access to this is through a unadopted road owned by my neighbour I have the right on my deed to pass and service the plot (gas electricity ) But my neighbour have not agreed saying the right is for the existing property number 24, not for the new one we are going to build(will be a different number), is this correct? What happen if we subdivide the plot after we connect the services? That means at the time we connected the services, the property is still number 24 Is possible to subdivide the plot and leave the number 24 to the new development and give a new the number to the existing property ?
