Acceptability for renting a private accomodation

If you are already receiving housing benefit into your bank account, why do you need a guarantoor if you know exactly how much you are receiveing every month and its always the same, and you wouldnt go for something thats more than what you are receiving every month anyway, this whole thing to me seems to be organized to prevent unemployed people from being able to get a flat to live in, as its almost impossible if you are talking in real terms, to meet all the criteria in order to be accepted for a rented accomodation.
