Yes is the short answer, unless you do it privately. The other options you have is to pay 6 months in advance or to get someone to act as a guarantor for you.

Mark is right, it will limit your chances through an agency, but a guarantor or large upfront payment may ease this.

You might need to pay up front the entire rent (6 or 12 months). In this case no credit checks will be carried out. You can also provide a guarantor.
You can also try renting through a private landlord as private landlords do not usually carry out credit checks
