If you are constantly flooding to the extent it is a matter of public record you will need to take action otherwise any buyer will be put off. It is more a question of will it make the house more sellable. Any property that has suffered flooding to any great extent can be difficult to insure and therefore sell. Make sure the spend is appropriate to the house value, you may not recoup all the cost but you should make the house more sellable.
