Introduction
Teignbridge District Council invites tenders from parties interested in acquiring and interest in land at Polly Steps Teignmouth.
The interest will be granted by way of 6-year lease agreement to the successful bidder.
The site has previously been used for the placement of storage containers/huts for training purposes.

Location
Teignmouth is a popular coastal resort and seaside town situated between Torbay and Exmouth. The site occupies an enviable estuary front location adjacent to the main port of Teignmouth. Polly Steps is located to the west of the main port sandwiched between the main railway line and the Teign Estuary; the site also has access to an adjacent concrete slipway for access directly to the water. Teignmouth town centre is only half a mile to the east with attractions that include the Pier, adventure golf, children’s playground, the Den grassed park and skate park.

Description
The opportunity consists of a lease of the area of land with dimensions of approximately 300 sq. M (3,300 sq. Ft). The Council reserves the right to finally determine the exact location within the site.

General Terms
1. The Tenant shall be permitted access to the site across Council owned land.
2. The Tenant must comply with the Council’s Bye-Laws and Regulations for the time being in force which must not be infringed.
3. The Tenant shall be responsible for maintaining the site in a clean and tidy condition and for providing for the regular clearance of all litter and refuse from the immediate vicinity.
4. The Tenant shall indemnify and keep indemnified the Council from all liability in respect of loss, damage, actions, proceedings, suits, claims, demands, costs, damages, liability and expenses in respect of any damage or injury to any person or property by reason of or arising in any way directly or indirectly from the Tenants use of the site, and take out and maintain third party insurance for all loss or damage however caused.
6. The Tenant shall not be permitted to assign, sublet or in any way transfer the benefit of the Lease.
7. The Council may terminate the Lease on one month’s notice or with immediate effect in writing upon breach of the Tenant’s obligations or on any attempted or purported assignment of the rights granted by the Lease

Planning
The Tenant shall be responsible for obtaining any necessary planning consent or other statutory approval which may at any time become necessary for their intended use.
The tenderer is encouraged to make enquiries with Teignbridge District Council’s Planning Department prior to the commencement of the Lease to ascertain whether or not planning consent will be necessary.

Tenders
Offers from interested parties are sought by 2pm on Tuesday 17th June 2025 by way of a sealed informal tender, using the attached Expression of Interest Form. The Offer should include:

• Completed tender form;
• Any documentation illustrating the proposed used of the land.
• Copies of relevant documents such as Safety Certificates, Public Liability Insurance certificates etc.

Parking
There is no dedicated parking with the site.
There is however the adjacent Pay-and-Display car park at Polly Steps which can be used as with any member of the public. Use of any public car park will be in accordance with the local terms and conditions of the car park.

The Tenant shall maintain a Public Liability Indemnity insurance policy to the value of not less than £5,000,000 for any one claim. The Council reserves the right to vary this figure from time to time as and when deemed necessary.

National Non-Domestic Rates
The Tenant would be responsible for any rates payable and all other outgoings relating to their use of the trading site. Please visit for more information.

Small businesses may be eligible for further relief and interested parties should make enquiries of Teignbridge District Council Business Rates department to ascertain the exact rates payable.

There are currently no services to the site, however a communal water supply is available adjacent to the site for the users of Polly Steps.

Viewing and Further Information
Interested parties are free to view the location at their leisure, however care must be taken when visiting the site. Any enquiries prior to the submission of the Tender documents should be addressed to the Estates Department.

Legal Costs
The ingoing tenant is to make a contribution of £495.00 towards the Landlord’s legal fees.
