1. About Pop-Up sites
We have many beautiful parks and open spaces used by residents and visitors to the district, and thanks to this scheme there is a great opportunity for businesses to hire space within some of these council-owned sites.
The Pop-Ups scheme was launched last year with the aim to have businesses set up to operate in the parks and open spaces in time for the Easter holidays and subsequent summer season.
A 'Pop-Up' site is a temporary consent to trade from land owned by us, where no Council building is rented for exclusive use or significant occupation takes place.
Examples of Pop-Up sites include ice cream vans, water sport activities, dog wash machines, art stalls and food vendors.
Type of business
For the most part we are looking for innovative and interesting ideas which will enhance the area. Some sites may be restricted to ensure they don't conflict with existing businesses in the area.
Term of the Licence
The Pop-Up sites are available for a minimum of 6 months or a maximum of 1 year and the earliest start date on 1 April 2026 (subject to licence agreement). If sites that have previously been occupied are deemed successful, then a three year licence will be offered for these sites.
Any vehicle used to tow a unit, trailer or equipment to the Site must be removed during trading hours as it is only the main unit or trailer that is licensed to be on-site. Outside trading hours, all equipment including vehicles, units and trailers must be removed from the Site and returned only during trading hours, i.e. No equipment, vehicle, unit or trailer can remain overnight at any location.
2. Pop-up Tender process
As this is a commercial tendering process, existing businesses will not be given preferential treatment over other businesses.
Applications are open until 2pm on Tuesday 27 January 2026. Section A details our terms and conditions for the tender. Section B gives the Heads of Terms which will form the basis for the Licence and Section C is the tender form itself. All parts will be required to be completed, signed, and returned by the applicant by the tender deadline to the Assets Department, Teignbridge District Council, Forde House, Newton Abbot, TQ12 4XX in a sealed envelope, clearly marked with the Site location.
